Update: Google Engage for Agencies,
Thanks to Naveen for the great tip, I signed up and although the site said I must talk with Google on the phone, I was always busy when they called [6 times] so I never did talk with them! Today I got an email saying "Welcome to Google Engage for Agencies" It looks like I still have to take an online class with Google and then I can use the Engage Dashboard to giveaway/get Adwords codes!

This is very slick! Everyone should try this!

*Side note: I created a new gmail account for another project and signed up for Adwords but never activated it, 2 weeks later Google sent me a free $100 code to get me to activate the account. I think that if you sign up for new Adwords accounts and wait They will send you codes, try it out and post back.
