These are some tools I use in my marketing campaigns to prevent fraud. It works maybe almost as good as the paid services out there and can be implemented to work along side those services to limit cost.

Proxy Detection
Scan using simple tactics, then more advance.

Country Detection
Email Validation
Check if @domain actually exists, then use other methods to test email

Address Validation(BETA US Only)
Preliminary check to see if zipcode is valid, if state is valid then cross check zip code with city name and state.
