or maybe you can target lower tier countries

Targeting dirt cheap countries as mentioned is one way for cheap clicks but assuming you don't have the choice in country what you want to do is bid very high per click for many days, make sure you have a very high CTR and good relevance score then you can slowly inch back your bid until it is very low and you should be able to get very cheap clicks
