Linking to high quality sites like the ones you've mentioned won't get you penalized. Doing the opposite however, linking to low-quality sites [sites which those who visit your site will probably not find useful] is what might prove to be costly.
Since these sites won't link back to you maybe you could use a plugin to make all external links no follow?
