Well to answer your question about what is "dwell time":
Dwell time refers to the interaction and time a user spends on a site or certain page and as well your CTR/BR too.
Now as to the importance of dwell time for SEO:
The more time someone spends on a site and clicking on/ or viewing stuff and not just running away/or clicking off shows to Google that this site or page contains some value in which your SEO will improve. As to how much I an still working on that part myself.
