Download / Pin Submit Clarification

Am a little confused about the path of download / pin submit offers

Using an Antivirus as the example:
- Would you create a custom lander based on Antivirus detection saying "You may have virus blah blah ... Download Now".
- User click on download button is then redirected to the offer lander where they must enter their mob number to download.

Is my thinking correct?

What happens after the number is submitted? Are they subscribed to a 'content service'?
Do they actually get the 'download'?

I dont have a clear picture in my head as to how it all fits together.

User lands on pre sell landing page
User clicks call to action
User is redirected to offer page
User enters mobile number and signs up to a carrier billing service. There are many different ways operators bill mobile customers see (Direct Carrier Billing Types and Decision Tree : Support | txtNation
User is then sent instructions or redirected to a page explaining how they can get there service or product.
User downloads and uses product (or doesn't)

Thats the simple version.
 
Basically, the offer page in download pin submit offers is Advertiser's LP.
First the user is required to subscribe to the service and then sent to download page.
In the end, user has a chance to download the app.

The offer, however, converts for you as soon as the pin submit happens and doesn't matter if the user downloads.
