What is the purpose of the VPN? You are asking for "Best", but "Best" for what?
If you just simply want price, you can install PFSense on an old PC & run your own VPN. Your only cost is the time you spend to set it up.

If your hosting on linux, & have ssh access, you can clone an entire site with wget & some options. Then you do not have to fuss with re-uploading it through your panel.
Simply use wget, the dash m option, & the url that you want to clone :
wget -m http://example.com
or
wget --mirror...
you pay & receive the deliverable. Be upfront, the more descriptive you are, the less you have to hope or guess that you are getting what you are paying for.

Because I am an amateur ;) & I did not put any time into it. It failed because I literally threw some links up & did not put any effort into it. The guy that bought it has a full functioning site now.
I once bought moan.zone & after dismal affiliate sales I resold the domain for 10 times what I paid for it. A friend pointed out the zone TLD & I felt it was a pretty safe gamble.

Bounce rate is huge. It's part of the evaluation of "user experience".
A high bounce rate says people found your page via a Google search, clicked it, & hit back within a short amount of time. Absolutely Google can see this, they make note of it, & if too high, can hurt your ranking.
To be clear, it's purpose is to block spam, so it won't detect something simply because it's a bot. But it goes a long way towards black-listed IPs than having nothing at all, which a lot of bots come from.
