Yep, and you won't find a link to download that version. The latest version link downloads the 1.9.30 version. And the self-hosted paid option ($9.99) is no longer available.
This is a link to the project files of version 1.9.29, a little bit older and not bundled in a zip file. Last free version is 1.9.30. Maybe they didn't added that version to GitHub because they already have planned to switch to a SaaS business model.
The download link is not open to the general public just because they want you to sign up to their newsletter. In any case, if you are doing a manual installation in you own Linux-based server, you can download the latest free version from their repositories with this command:
sudo wget -O...
Probably the easy way is to reditect the user after the download to a thank you page. You can use a conversion pixel or a postback, but you can also just track the number of visitors to the thank you page. The math should be 1 visitor = 1 download. You can do this just using Google Analytics.
