Best Content Locking Tool 2016
If you want to host your own, you could build something using a network's API. That'd give you full control. We have a couple different APIs at Adscend. You would need to know a scripting language though - or hire a freelancer to complete your project.- AdscendJeremy

The All in One Incentive Network List
Adscend is in your list already, but not under Offer Walls. We've had an offer wall for over a year and think it's pretty good ;) We might even qualify under PPD Network as well since we allow file uploads. Link locker
Any link lockers I know of, such as ours, don't require anything of the host/website you're using. Meaning, our link locker is hosted by us, and you simply link to it. Is this the kind of link locker you mean? (Example: lnkgt.com/3)- AdscendJeremy
