Spending $40 over 3 LPs and direct linking is likely not enough to give you significant data. I'm not sure what the payout on this offer is, but generally app install offers are pretty dependent on the placements. Hard to tell what's going on here without the payout and cpm / cpc you're paying...- RohailRizvi

They're not a scam. There simply may not be enough traffic in those geos on Decisive. The CPM planner may not be accurate, try raising your bid to something like $10 on a low budget to see if you start receiving impressions. If you do, then your bid was the issue and you'll figure out what CPM...- RohailRizvi
