1) Things I would optimize in a campaign are in this order:
Offer > OS > Carrier > Banner > LP > Placement

I look for quality traffic that converts. You get what you pay for. You can get penny clicks but if they don't convert, what's the point?
People think pop traffic is cheap, but it's actually at a pretty high CPM and not always the best quality traffic.
