Instead of buying a dedicated server, why not cluster a bunch of cheap $5 barebones VPSs as a PHP-FPM farm and set up one running HAProxy. Since it's Wordpress, the problem you're running into is being CPU bound.

That should be handled by your provider or further upstream. They would have to filter out traffic. Even if you block a smorgashbord of hosts, that doesn't do anything to stop the actual packets bombarding and saturating your link with junk.
Type "apache2 -V" from the command line and post the results. The executable could be renamed to different one like apache or httpd if you get "command not found".
