You need to make these decisions on several levels.
1. Run some kind of BOT test, look for unrealistically high CTR, setup a bot trap... whatever source has VERY high % of bots needs to go on the blacklist.

Facebook has pretty strict rules, if you product breaks them ... well you need to cloak but that's a never ending battle with a pretty strong counterpart - you will be loosing accounts on the fly. It can be profitable, but I personally dont do that, I don't like cat&mouse games :)

I actually believe that these offers are one of the easiest to start with right now. The bids for carrier traffic are high, but there is a reason for that.
