Normally, I used to get one link for my root site and about 5 links for inner links via different lens in Squidoo. All the time, I use fresh content with unique ideas but the same niche. I belive, I am in SAFE.
For me submitting to directories did not work well. The main reason is, it is very hard to get approval as well as, as far as I know, there are more directories require a backlink too. So, I don't think we can get valuable link from there. But there can be very few :D
Normally, I used to get backlinks to every inner pages of my site as well as to the main site (root) too. That is the one of the reason why my site is stay on top on Google for some keywords. Instead of getting backlinks only to root, It is better to spread to inner pages.
I am sure, forums posting is better than blog commenting. Because, we cannot make sure that there will NOT be any spam comments on the blogs after we place comment there. Normally, the blog admins do not delete such spammy comments. But in forums, most of the admins do care about the spammers...
If you are using your niche related forums signature, that will help you a lot. But, if you are using the forums which are not related to your niche, that will not give more value to your backlink. But, still that will be counted with less weight.
