It is always a gamble outsourcing to people over the internet. I was building an ecommerce store for a large brick and mortar store and they had their rental system outsourced to a respected India company, and it was 8 months late, and very hard to get into contact with the programmers.
Rob_TID is correct. May I add if you are looking for a dynamic page (changes over time) and you are not looking for a blog you might want to check out some CMS systems like Joomla or Elktra.
I don't understand why everyone focuses on PR ranking. No buyer will known or care about your PR. The only reason a strong PR is good is for linking to internal pages, or your other sites. Or if you are running a link exchange, which should be minimized.
