There are a lot of suggestions and techniques on the web, you can search Google to get a lot of resources.
However the best suggestion is to get HIGH QUALITY links, not thousands but unuseful or maybe dangerous.
I suggest you to create optimised webpages for 3-5 keywords each one, as many as needed.
They must have original and content related to your keywords (obviously).
Optimise you homepage for the most important 3-5 keywords, but you can insert also the others linking the related internal pages.
Usually if I have no ideas it depends by the stress and the lack of energies, so I go to sleep or to watch a film. After that I surf around to get inspirations and suggestions.
However the bank balance is a really good incentive! :D
Ok, but what if one of your concurrents inserts your link into bad FFA, porn directories and so on?
I think Google will penalise you, if you don't do anything.
My opinion is that if you insert 2-3 links per day you will be safe.
Internet is big and populated by millions of websites.

The best ones are inbound link, but also link exchanges are very good if done with websites with the same arguments.
It is better to avoid too many link exchanges with not related websites, I think it could be dangerous.
For me the best way to get links is links baiting (if you have really good and original contents) or a links building strategy, but MANUAL.
If you do automatic submissions you can have horrible surprises.
You can also use semi-automatic softwares with rotating titles, descriptions and keywords...
I think there are some tricks (for Google) to determine if a link is paid or not.
I'm talking about the automatic code which is inserted by links portals (as LinkWorth or Text Link Ads). If it contains the name of the portal, I guess you will be easily identificated and penalised.
