The ARE possible of course, but you need to comply with their rules to run those ads. You won't be able to run "erect on demand" or some weight loss stuff there, but something like dog food, a box of wine etc would be OK.- marketeer

As far as I know, you need to create a new account every time you want to apply a new coupon. So basically, Bing will approve you a few times and then you'll get banned. You need to create landing pages on different URLs to to make it last longer.- marketeer
