Parked Domain screwup on shared hosting

Any reccommendations on how to approach webmasters to publish your ads?
Charles, do you have any recommendations for someone who is new to paid traffic as to how they could approach webmasters to publish your ad's. My concern is webmasters won't take you seriously if you have a small budget of say $2000 or less for ad spend. Thanks Charles.- theshoe
