You can kill it during the testing phase when you're still working on developing the banners, but when you've developed the winning banners, start the placement again to see how it works.
Kill bad banners first.
I think you should spend 2-3x offer payout on each banner before cutting one. Since You've gotten so few conversions, keep running, ROI so far is great for testing. You'll be in the green in a few days for sure.
Some offers have carrier based redirect. (If it's a mobile offer). You can use geoedge or simtest or similiar services to go behind this. They're costly though.
Split test more landers. Seems like you've found some great traffic.
Split test 3 landing pages, for 3 offers.
Run for as long needed, analyze data. Continue with winning Combo.
That's weird..I'm doing between $150-400/day profit on a consistent basis with them. Easily one of the best popunder sources out there because of their very good targeting options but also their good inventory.

What you need to do is launch, launch a lot more, until you get conversions.
Don't optimize based on the amount of visitors, unless the cost is crazy, optimize based on conversions. That said, if an OS has done 5-10x the offer payout and still no conversions, I pause it til later testing. If a carrier hasn't done 5-10x the offer payout, I check with my AM and check if...
If you're working smart (and get a bit of luck) you can probably get profitable with only $1-2k, but it's stressful and you should really try to save up more money before starting, myself, I started selling women's underwear over the phone when I was 17, just to save up money.
Just to get it out there. I recommend having a paid tracker. Don't really know how these trackers without a pricing model are generating their revenue..

I'd suggest you wait until tomorrow (most aff managers don't work during the weekend for newer/low value publishers) Wait for him/her to get online on skype and ask for recommendations. My recommendation for you would be to NOT develop your own LP. You should copy some of your competitors...
Generally traffic is cheaper for tier 2,3,4 countries, but payouts are also lower. In my experience tier 2,3,4 are way easier to get started with because there's a lot less competition.
