When I was on godaddy hosting I experienced alot downtime and site was really really slow. Then I switched hosts and all problems went away. I still have my domain from godaddy =)
I do mine by surfing around interesting sites and see if they offer link exchanges. If they do I check out what their requirements are and if my site matches them I send a request.
